Notes
Argoon is still in development/assessment rather than operating. Public project-specific construction cost, EPC contract value, turbine supply price, fixed O&M contract, variable O&M contract, PPA/offtake terms, heat-rate-equivalent assumptions and refurbishment budget were not found. Capex and O&M are therefore default technology assumptions, using CSIRO/AEMO GenCost 2025-26 consultation draft 2025 onshore-wind inputs and the user-provided KCI capacity of 612 MW. The capex estimate excludes battery storage because the supplied KCI record has no storage MWh; however, latest NSW SEARs describe a larger project scope of up to 901 MW wind plus up to 460 MW / 2,300 MWh BESS, which conflicts with the older 612 MW public announcement/KCI capacity. If modelling the latest planning envelope rather than the KCI generator, capex should be resized and a separate BESS cost added. Asset life is set to 30 years based on Argoon-specific community-benefit/project-life statements; GenCost LCOE uses a 25-year economic life for onshore wind, so depreciation/finance modelling may prefer 25 years. Operational emissions intensity is treated as zero Scope 1 for wind; lifecycle/upstream emissions are not included. Major refurbishment and closure: no committed closure date or refurbishment budget was found; EPBC referral lists proposed action dates from 01/04/2027 to 31/12/2064 and NSW SEARs require EIS detail on construction, operation, decommissioning and any turbine refurbishment over time.
