Mackay Sugar/Queensland Government source states contracts were issued in February 2010 for a $120 million power plant at Racecourse Mill to generate more than 90 MW of electricity from sugar cane waste; plant details in the same release indicate a new steam turbine generator and 65 MW thermal / 27 MW electric output. No separate plant-specific refurbishment cost identified. O&M values were not found specifically for Racecourse Mill, so AEMO 2024 biomass/biorefinery-type benchmark values were used as a fallback for a steam-biomass cogeneration plant; fixed O&M was interpreted from the AEMO review's annual fixed O&M figure for the relevant biomass/steam generation case and converted to a per-MW basis using 45 MW capacity.
